Background

Privacy International (PI) has been examining the deployment of technologies in education, a major concern highlighted is the introduction of facial recognition technologies (FRT) in schools and other educational institutions, without appropriate human rights impact assessments, including privacy and data protection, and safeguards in place.

One key example of FRT use in Brazil was examined by a report titled “Facial Recognition in Public Schools in Paraná” by Jararaca Labs. Building on this example, PI aims to conduct a comprehensive analysis to understand broader implications of use of FRT in educational settings, particularly focusing on the legal ramifications and potential impacts on privacy rights and data protection in educational settings in Brazil.

Purpose of the Consultancy

The objective of this consultancy is to develop a thorough legal briefing on the legality of implementing FRT in schools throughout Brazil, with a specific focus on the example of the state of Paraná. This research shall delve into the legal framework and regulatory guidelines, in particular in relation to data protection and privacy, associated with the integration of facial recognition systems in educational environments in Brazil.

Outputs, timelines, and remuneration

Deadline for applications: 23:59 GMT, 30 September 2024

PI will aim to respond by 15 October 2024 at the latest.

This legal briefing should be delivered by 30 November 2024 (at the latest) as per a schedule of deliverables to be agreed between PI and the selected consultant. All the data and evidence mentioned in the memos should be free to publicly use without constraints.

Budget for this project is £3,750.
